It's from Hetalia, which, essentially, gijinka-fies countries. The little country personas are nessecarily meant to represent the countries; occasionally it represents history and wars, but for the most part, they are just personafications.

Originally, it was a webcomic series that has become an anime. I'm not sure where the livejournal community is, but it should have all scanslations for download.
