I like that this is simple yet effective, I think I say that for a lot of your minimalist work. You're so good at it. Good call on the eyes. Even though we all know the dude's evil, for the sake of the card it didn't need to be made obvious. You made him look powerful and authoritative which is what the emperor card should be.
My favorite part is the rendering on his cloak....So simple and I know I would't be able to pull that off effectively. I'm so jelly.

The card Emperor is like an authorative, just-but-strict father figure. It could be Palpatine when he was a senator, but Quigon Jin or Obi Wan also fulfill that role. It would be obvious to make old Obi Wan the hermit, but his younger self could well be a knight of air, while Yoda is more the Hermit.
LOL it's worth thinking about, your Tarot is really inspiring! I hope you don't mind my comment though, it's a very personal decision which card connects with what.
